INTRODUCTION OF ANIMAL
HUSBANDRY DEPARTMENT
Animal Husbandry Department, Haryana is endeavoring for
improving of livestock in the State. The exotic breeds in cows like
The
main thrust of the Department is to increase the production of Milk, eggs and
meat and wool. The per capita availability of milk has risen from 602 grams in
the year 1994-95 to 631 grams. To bring the one time major thrust, the
government of Haryana has created a Live Stock Development Board in the recent
past.
CURRENT YEAR ACTION
PROGRAMME
The Department has identified the
following “Thrust Areas” to accelerate the pace of development in the field of
Veterinary Health Care and Breeding Programmes.
a) To provide Dispensary in every “
b) Referral Hospitals popularly known
as Poly Clinics with subject matter specialists with X-ray laboratories and
other modern facilities will be provided at District level.
c) Infra structure to complete switch
over from chilled semen to frozen semen.
d) The programme of progeny
preservation and improvement of breed is given impetus in the current year.
With view to totally eradicating Rinderpest to zero level,
the Government of India with the co-operation of European Economic Community
have launched an ambitious programme called “Operation Rinderpest Zero” and
State of Haryana has been identified as one of the States for implementation of
this programme through sero surveillance. And from year
To
meet the demand the department is producing pure and crossbred bulls at State
Cattle Breeding Farm Hissar where as indigenous breed Bulls are produced at
Government Live Stock Farm Hissar (Hariana, Sahiwal, Tharparker breed). The
Department is also importing proven semen from countries like Australia etc. to
meet the demand of progressive dairy framers of the state.
For
the control of livestock diseases of national importance like Tuberculosis, Brucellosis,
Rabies and Pullorum etc. which are transmitted to human beings, the disease
Diagnostic Labs have been set up for detecting various disease in the State.
The highly dreaded Foot and Mouth Disease which causes havoc and affects
livestock production, is also being systemically controlled under the Centrally
Sponsored Schemes.

SPECIAL ANIMAL HUSBANDRY
PROGRAMME
To provide earnings to the weaker sections the 20 point
programme for setting up crossbred calf, piggery units by weaker sections, has
been taken up in the State in the Districts of Ambala, Karnal, Kurukshetra,
Gurgaon, Hissar, Sirsa and Panipat. Since 1975-76 under this programme units
are set up by the members of the weaker section of the society with the help of
subsidy and loan being advanced by the commercial banks.
The livestock wealth is gold. It is the sine qua non of
human prosperity. In a country where the livestock potential is rich and
productive, national health improves and the common man’s economy revolves with
national prosperity. Haryana state is situated in the North of India with an
area of 44.222 Sq. Kms. Haryana state enjoys the exclusive privilege of
producing the Murrah Breed of Buffalo-A Dairy Animal and Haryana Breed Cow- A
dual breed for milk production and draught power. Roughly 1,00,000 animals have
been finding export market from this State. Animal Specially Murrah Buffalo and
crossbred cows/ bulls from the State have gone to

The Panipat District has 196 villages and the department
is controlling them with 130 of its above-mentioned Institutions.
MAIN ACTIVITIES OF THE ANIMAL HUSBANDRY DEPARTMENT:

i)
PROPHYLACTIC WORK (Livestock
Vaccination work):
For the protection of animals from the effect of any
contagious disease viz Hemorrhagic Septicemia, Foot and Mouth Disease,
Surveillance of control zone Rinderpest disease (enemy of animal of No.I),
Black Quarter Disease, PPR Enterotoxaemia, Sheep pox,PPR Rani Kheit Disease in
fowl, Fowl Pox and Swine Fever (Hog Cholera) Before the onset of Monsoon to
avoid any epidemic out break of these contagious disease, complete vaccination
of the livestock against these diseases is tried at war footed. This helps not
only in protection of the animals but increases the production.
Normally this target of vaccination is achieved up to 90%
with the help of Animal Husbandry Technical Staff and Surveillance of
Supervisory Staff even in the interiors and far away place to help the Animal
Breeders (at their doorstep).
ii)
CURATIVE:
Animal Husbandry Department is serving for giving free
treatment to affected animals in the Institutions and to the poor breeders and
ailing animals at the doorstep.
iii)
PRODUCTION:
The Department is doing its best to produce High Yield
Animals by crossing the low producing indigenous breed with exotic breed with
Exotic High Producing Animals superior quality Semen. The Department has
achieved tremendous success in the Milk, Meat and Wool production and early
maturity/growth of animal to get peak production at the earliest. For this
purpose the Department has 130 Frozen Semen Centers, which are working in the
District i.e. all the Institutions of the District Panipat. The Murrah Buffalo
frozen Semen is also made available in all the Institutions for

NATIONAL DEVELOPMENT
SCHEME WORK:
Under this scheme the Department is doing the work with
the Assistance of Central Government for the uplift of the down trodden people
of the district by giving subsidy to the small farmers @ 50% of SC beneficiary

FODDER AND FORAIGES
DEMONSTRATION PLOTS:
The Animal Husbandry Department is setting various fodder
demonstration plots by supplying good quality, tested certified/ truthfully
labeled fodder seeds of the seasonal fodder crops to the various progressive
animal breeders on subsidy rates/free of cost for setting up demonstration
plots and thereby improving the green fodder availability to the livestock of
the district. This not only improves the health of the animals as per the old
saying that the “Green fodder is green milk” but improves the production also
and keeps the price control of animal produce.
vi)
HIGH MILK YIELD ANIMAL
INCENTIVE SCHEME:
Under the valuable guidance of Worthy Chief Minister of
Haryana, the Animal Husbandry Department is conducting milk competitions at the
villages of the district from time to time and team of technical officers is
deputed to weigh the milk for at least 64 consecutive milking and then once or
twice a month till completion of the lactation and providing incentive with the
help of Live Stock Development Board Haryana, to the best high milk yielding
animal breeders for having good quality milch animals and protecting and
maintaining the germ plasm. The incentive is given as under:-
a) For
animals producing milk up to 11-15 liters per day Rs. 3,000-00
b) For
animals producing milk up to 15-18 liters per day Rs. 6,000-00
c) For
animals producing milk more than 18 Kgs per day Rs.
10,000-00
The male calves of such animals are purchased by the
committee and are reared at the government cost at GLF Hissar under Live Stock
Development Board and after attaining maturity these young Bulls became the
help line by helping the farmers for insuring these germ plasm of the district
@2.25% of the market price and the Department bears the 50% insurance premium.
vii)
TRAINING PROGRAMME TO
THE ANIMAL/POLUTRY FARMERS:
The Department of Animal Husbandry Panipat is imparting
training to the un-employed educated youth/dairy/poultry farmers at its
extension center at Panipat. The Department is also organizing the de-worming
and sterility camps from time to time in the villages of the District to reduce
the calf morality and increasing the production. For this purpose the subject
specialists are also called for providing the specialized treatment to the
ailing animals.

OTHER MISCELLANEOUS
ACTIVITIES:
The Department of Animal Husbandry of Panipat District is
participating every year in the State as well as Centre Level Live Stock and
Poultry Shows Panipat district was awarded top quality animals with medal and
cash prizes. Out of 1942 participants in the year 1999-2000, a cow from Village
Babail fetched the best animal award. In the State Level Live Stock and Poultry
show held at Hissar, from District Panipat 16 animals participated in the show
and got 11 prizes.
Animal Husbandry Department staff at Panipat helps the
District Administration in National Programmes i.e. Small saving, Family
Planning, Blood Donation, Elections, Survey Work, Human population Census,
Forestation, Literacy and Flood control etc.

present condition Dairy farming is the most suitable revenue to provide gainful
employment to the educated unemployed youths. It is also essential for
diversification of conventional agriculture production. Like elsewhere in the
state the Dairy Development Department is implementing four special schemes for
providing self employment opportunities through Mini Dairy Scheme to
educated/semi educated unemployed young men/women small/marginal farmers,
landless labour/weaker/economically backward unemployed youths of scheduled
tribes/women/ex-servicemen, and widows of rural areas. These schemes are:-

ELIGIBILTY:
Any person desirous of establishing Mini Dairy Units will
be eligible to avail benefits under the schemes of he/she is:-
1. Rural/Urban unemployed
2. Working knowledge of Hindi/Urdu for all categories.
3. Between 18 to 50 years age (Ex-servicemen up to 60 years)
4. Possess at least 4 acr land for 20 MA & 2 acre land for 10 MA one acre
land for 5 MA his/her own or on lease for green fodder.
5. Obtains 11 days training successfully.
BENEFIT:
Each beneficiaries under the Scheme will get benefit in
the following manners:-
I) Insurance premium @2.25% will be
borne by the beneficiary against the loans to be provided by the financial Institution
as per recommendation of the NABARD from time to time being the case sponsored
by the department.
II) That the modern dairy technical know how will be provided
by the department and other recognized Institute.
III) That the door step preliminary health care
as first aid to the animals will be provided by the department.

BREEDING/VETY. FACILITIES:
Breeding
cover and veterinary aid facilities are made available by the animal Husbandry
Department. However the Dairy Development Department through its cluster
supervisor posted at Block level in the District provides all the facilities to
the beneficiaries of the schemes.
FOLLOW-UP ACTION:
Inspection
of milch animals is carried out by the Dairy Development Department through its
representative from time to time so as to ensure that the loan amount is being
utilized properly and repayment of loan is made regularly.
CATTLE FEED CHECK-UP:
For
regulating the quality of cattle feed in the District, Government of Haryana
have implemented the Haryana Regulation of Compounded Cattle Feed, concentrates
and mineral mixtures order 1999. Under this order dealer shall manufacturer,
sell or distribute in any manner compounded cattle feed, concentrates or
mineral mixtures unless these are B.I.S. (Bureau of Indian Standard)
specifications and unless such a dealer gets himself registered under this
order by Dairy Development Department. Soon this order would be implemented in
the District after completing the various department formalities.
